The training on the theme of UN standards and instruments on human rights for prevention of torture will take place in Astana on September 21-22 (17/09/2009)
On September 21-22, 2009 the training for staff members of the law-enforcement bodies of the Republic of Kazakhstan on the theme of UN standards and instruments on human rights for prevention of torture will take place in conference hall of “Tengri” hotel in Astana.
The training organised by Penal Reform International for Central Asia with the support of UK Government within “Combating torture: establishing a National Preventive Mechanism in Kazakhstan” project will open the series of the trainings for the officials of the Ministry of Interior, Committee of National Security, Agency on Fight against Economical and Corruption Criminality, Penal Committee in the regions of Kazakhstan for disseminating information on special procedures of UN Human Rights Council and enhancing the knowledge of UN standards and instruments in the sphere of torture and cruel treatment prevention.
«After the ratification of the Optional Protocol to the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT) the large-scale advocacy activities on the OPCAT regulations is the issue of the highest necessity. These activities should include the work with decision making level, civil society and certainly the officials of law-enforcement bodies. Human rights are transferred from principles to reality when they are well-known on the level of law-enforcement, in particular by both sides: by person who is under the criminal procedure and by official who is acting on behalf of the government. Therefore we decided to make an emphasis on educating the officials of law-enforcement bodies to make them familiar with the international standards on torture issue” – said Saule Mektepbayeva, the Regional Director of PRI Central Asia.
The trainers of the event are Anara Ibraeva, the head of Public Monitoring Commission (PMC) in Astana and director of Kazakhstan International Bureau for Human Rights and Rule of Law (KIBHRRL) office in Astana and Yurii Gussakov, the head of PMC in Karaganda oblast and director of KIBHRRL office in Karaganda. The experts on international, criminal and criminal-procedural law are also invited to have lectures during the training.
